This is for a tomato soup recipe which says "To finish the soup, tip the tomato mixture into a pan. Spoon the baking soda into a small bowl and pour over 1 tbsp or so of the milk. Mix together until there are no lumps, then tip into the tomato mix and pour over the milk. Bring up to a boil (the mixture will froth, but don't worry - it will go away). Gently simmer for about 5 mins until ready to serve."

it means, use a spoon to transfer the specified amount of baking soda into the bowl...

if the recipe calls for 1 teaspoon, use your dry teaspoon measuring spoon, measure the amount you need, and put it in the bowl.

They're using the noun spoon as if it was a verb. They just mean use a spoon to put the baking soda into a small bowl.

They are using the word spoon as a verb. Rather than saying put, stir, or sift they opted to use the word spoon. I have to say, I have never heard a recipe use the word "tip" so many times, either! I hope the soup turns out to be as good as the recipe and worth the trouble! Good luck!

Other people have already answered your question clearly

I would just like to point out that sometimes instructions for creating a dish no matter how simple the dish is are sometime confusing....

They often list the ingredients and amounts and call it your shopping list, they then go on to tell you how to create the dish and just refer to the items in the shopping list. I myself sometimes find this confusing as your constantly referring back to the shopping list..... LOL...
