Unless a particular jurisdiction has an established policy, the term "reckless" will have to consider all the conditions at the time of the citation.
Five miles and hour over the limit, in front of a school with little children preparing to cross the street MIGHT be considered "reckless."
On the other hand, ten miles an hour on a freeway may not, if most other traffic is moving at similar speeds.
In either of these examples, the driver may receive a citation for driver over the limit, but "recklessness" may be a "judgement call" by the officer.
Consider this, third, example. Trafic is crawling along at ten to fifteen miles per hour on a street posted for thirty-five. One driver is observed swerving from lane to lane, cutting off drivers and tailgating, trying to maintain a speed of twenty-five. This driver is not driving over the limit, but can be cited, for, BOTH, excessive speed and reckless driving.
In the latter example, the driver is allowing for current traffic conditions and is endangering other drivers. In most states, the basic speed limit is stated as, something like, "no faster than conditions allow for safety."

Reckless is the way you are driving. Tickets can be given for anything at all over the speed limit. Usually, most cops do not pull you over unless your going 10 miles or more above the speed limit. In AZ, 20 over is a felony and they can arrest you then and there.

In Az, 20 miles over the posted limit is considered criminal speeding. I suppose you could charged with reckless driving if you were driving under the speed limit. Just because someone is speeding doesn't make them reckless.

it depends on the area that you got the ticket in,if its in a school zone anything over ten miles per hour is considered reckless,on a good road they consider it 15 and over they can write it up as reckless,really its up the the officer who writes the ticket ,he has the right to lower it or raise it,good luck on it.

reckless op in ohio is either 35 over, or double the posted speed...(whichever is lower)
you can get reckless op for other reasons, too
