God. He gave you free agency therefore he created the possibility of evil. By creating the possibility, the concept was formed and man brought the concept into manifest reality within the mortal incarnation.

Evil springs from free will, a necessary condition G-d knew could result from granting such a double-edged sword. It is not a created thing of itself, but a choice of the free person.

Its all of us, we are the source of all evil, not in a bad way.
Its our own self-desires that make us bad. Therefore it makes us do some really awful things to others.
