Actually, there already is a system partially in place, known as US-VISIT, but it's never been fully deployed. Under US-VISIT, all foreign visitors to the US are photo'd and printed on entry. These is cross-indexed against visa records and previous entries. And later, information from the I-94 cards is placed into the system. However, while US-VISIT does a very good job at tracking entries, it's never been fully set up to track exits. There are some pilot projects on exits at airports, but those went up several years ago and it was never expanded. It is expensive, and it does slow down folks at the exit, to their distress and the airlines. However, it's not really a system until it's a closed loop. For now, we continue to collect the I-94 cards and do manual data entry.
As for tracking down foreigners inside the US during their authorized stay, what would be your recommendation on that? Force them all to wear ankle bracelet transmitters? Inject them with a small capsul that can only be deactivated by CBP on exit or will otherwise explode at the end of the authorized stay? Certainly would give a whole new meaning to Voluntary Departure. However, while some might call it extreme, it could work.

"Tracking them down a month before their visa does expire" - is completely unworkable, there are millions of non-immigrants entering the United States every year and it would be like trying to find a needle in a haystack, as people are free to travel about the country as they see fit. They may enter at JFK an end up in L.A. for example, there is no way to track the movements of the people.
Secondly, what would be the point tracking them down just to say "Hey you, renew your visa or exit before it expires" - this they already know and the people who intend to overstay anyway, will not listen and the genuine non-immigrants would be leaving anyway. So your idea is completely pointless, a waste of time, effort, resources and money.
Don't tell me you want to chip and tag them?
As for the first answerer, why should the family member or friend be held responsible and charged with a felony, they did not sign nor petition to support the person and so have no legal obligation to keep track of their friend or relative. Also the person may only visit them for a few days and travel elsewhere. When was the last time you told your brother, sister, aunt, uncle or whatever everywhere you went? The last time I checked you are an adult and 18/21 and are free to move on without being treated like a child having to ask their parents can they go to the store or play out.
Further more, I am here on an F-1 visa, if I want to travel from Denver to Miami, who do I inform? If I want to take a plane or go on a road-trip, I am bloody well free to do so.
Although I agree that there should be a better system in place but the simple truth is that there is no possible solution to track all non-immigrants who enter the country each year.

A better system? Better than having them fill out untraced paper and maybe return it as they leave? Any system at all would be better.
Yes, we need the visa exit tracking system.
But if they won't enforce it, what good is any system?

Yes. Actually, we should levy fines for overstaying your visa. Not because that discourages overstaying, but because nothing encourages Law Enforcement to track you down like revenue from fines.
And, hey, yeah, tag-and-release would certainly be a step up from catch-and-release, wouldn't it? Take thier fingerprints & DNA, tag them, brand them with a Scarlet "I," whatever it takes.

Yes they do. I do believe if tourists visiting family in the US and they overstay, that family member should be charged with felony. They should be responsible for them to return after their visa expires.
