Bill H is correct on the time of signing... The Armistice was agreed at 5 AM on November 11, to come into effect at 11 AM Paris time (for which reason the occasion is sometimes referred to as "the eleventh of the eleventh of the eleventh"). It was the result of a hurried and desperate process. Two minutes before the armistice came into effect a final Canadian soldier was killed by a German sniper.

There are two things you need to consider. The cease fire went into effect on 11 Nov 1918. Though the official surrender of Germany did no occure till 28 June 1919 leaving both the allied power and axis powers still at war after 11 Nov 1918. Though no country took action against the other.
