The reason I am asking it here is because I see him getting criticized on R&S for praying. I am sure he has tried other options and this is like a last resort for him. Critical people rarely have optional solutions; they just criticize what other people do.

Cloud seeding has nothing to do with hills or mountains.

They have already put a watering ban in certain counties. Now they are looking for large water sources. Temporary engineering feats could allow water to replenish dry areas. I would definately turn towards the federal government for support to do that.

They need to plan since this drought is expected to last for months. Companies dependent on water (florist for examples) are definately going to take a beating. Having some compensation for the losses to encourage them not to waste water might be benefitial.

And he has been working on a solution. http://www.cnn.com/2007/US/10/18/pip.atlantadrought/ explains quite a bit. Prayer gives hope and if this gives him strength, let him pray. The governor is in such a hard position right now. Any current solution will be hard and limiting to people involved no matter what.

Speak with scientists and other experts to institute a water conservation plan for the state.

Negotiate with surrounding states to set up a mutually agreeable water solution, as the problem affects several southern states in tandem.

Consider working a deal with an out of state bottler for good deals on bottled drinking water.

Explore some of the solutions that other areas have instituted to deal with their water shortages.

Georgia is experiencing a natural disaster. They need to start planing, for what they need to do, to make sure next time they are prepared. More water stored in reservoirs, water restriction done more effectively etc. As for now, if prayer or motivational speaches, will get people to work more together that is good. Praying for rain would not hurt. People who don't believe, can at least be happy, that it makes the governor feel better to pray. Hopefully the Governor is able to make inspiring speaches, that will reach everyone, and get them to do what they can do to help, including complying with water restrictions.

Ship in some bottled water for the people. Cloud seeding as the first answerer said, if that's possible. It's hilly down there, but I don't know if there are any high enough mountains to seed.

I'd finish up every road construction project before starting others. Is it just me who thinks the road in Georgia are always under construction?? I-75, I-85, I-95, all of them!!

While it won't help with the present situation, look into large scale desalination of sea-water.
