The key word in your question is "seemingly". When you look at the teachings of Jesus in comparison to the Judaic teachings of the time as well as the years leading up to His ministry you will find that He is simply focusing on different aspects fo the religious and philosophical belief systems that had been prominent prior to His work.

The laws you speak of can be summarized into two commandments -- love God with all your heart, soul, mind and strength, and love your neighbor as yourself. It can be further summarized into one word -- love. Jesus preached of love and His death on the cross is the capitulation of that love of God for man. So there really is no difference in the partyline. It's all about love.
