Depends on the city. Some cities in the USA have Interstate highways running through, where the speed limits could be as high as 70 MPH, while crowded surface streets or areas with lots of pedestrian traffic in the same city could have speed limits as low as 15 MPH

In California, freeways passing through city limits are posted at, maximum, 65 mph. Some freeways in rural areas are posted 75 mph. On surface streets, the limits are posted, depending on road conditions and type of district.
