No, not if you have tried to tell them politely first. If you just slam out, shut the hell up without any prior warnings, you are the rude one. Hope this helps. (If you have tried and failed, then, saying it is okay as the other person is the rude one.)

It's rude alright if you say it to a person you hardly know. But I tend to forgive someone who might say it under stress or anger.
