IN THE UK, the logbook (V5 document) cannnot be "printed out" and can only come from the DVLA, as far as the garage saying this nonsense take the car back and demand a refund, if they refuse contact your local trading standards office as garage's are NOT allowed to sell on a car without documents... they can get in a lot of trouble!!
The part of the V5 you should have got is a small bit of green paper that you keep to prove ownership, the rest of the form is sent to DVLA by the garage to be updated with your details (DVLA then send a new V5 to you!)

The book which came with your car cannot be printed out, you have to pay $38.00, and they will not send to dealer if car is sold. The customer can call and get book for 38.00. Usually it is overnighted. everybody must think you are asking for Maroney sticker which can be downloaded BY DEALER ONLY and they check, in 1 day or maybe you should have book.

You should've checked that the handbook was in the car when you bought it. If the garage have to get one printed for you it's only fair that they charge you. You wouldn't work for nothing, so why should they?

Tell them to get stuffed. You can download your own.
In theory they are in breach of contract if the manual was part of the deal, but it would be difficult to prove.
