UK? No. Your disqualification applies to the licence, not the vehicle. You can apply to the courts if you want to try and get the disqualification lifted if you have been disqualified for a minimum of two years. It depends on the type of offence commited. If it is serious the courts can disqualify you and demand that you be re-tested. You will have to re-apply for a provisional licence, before you can take the double practical driving test. (its called an extended driving test) Its quite expensive too.

No, as the motorcycle part is an endorsement that goes along with your drivers license. But, you could always get a moped or scooter.

If it's been taken by the courts, ie. banned, then no, the right to drive has been removed, that includes all motor vehicles.
