He's trying to get the chihuahua to play. My 8 month old plays with my boss's chihuahua/doxie mix and they get very very rough sometimes. They aren't allowed to play unsupervised though.

That's an invitation to play.
Just don't let your dog (larger I understand) make contact with your Chi when he does this and monitor the play - the play could kill accidentally, your pup won't mean it, but it could happen nonetheless when large dogs play with small dogs.

He's playing. It's perfectly fine to let large and small dogs play together, as long as they are supervised and taught proper bite inhibition. Have a look see at the video below. :-)

He/she just want to play. My dog jumps, hops, runs and barks a lot of time when he wants to play. If you want to test it, try to play with him. His act means he's "inviting" you to play.

Its just playing.You will have to be careful as the young one grows that just by his size he doesn't accidentally hurt the small one.
To sarahc...I know what you are saying.My APBT and my Amstaff's playing gets pretty intense sometimes but they clearly know their own limits.
