VLC is not a media type !
VLC player is able to play many popular video types, directly. if your computer tells you they are vlc media files, it is purely because your computer is set to play those files with VLC player, by default., but no matter.
Just make sure you are not missing any codecs , if you are google for "community codec pack" , download it and install it first, then you need the " convertXtoDVD" program, as it implies by its name, it converts X (anything!) to DVD.
get it from slysoft.com

good luck

VLC is a 'streaming video' format, used to transmit video across a network (just like PAL is a way to transmit TV) ...

SO, you MUST have selected some 'Container' format (eg. MPG) when you recorded the video on your local PC (just the same as VHS is a way to record PAL) ...

Do a search for 'open source DVD tools' and see what comes up ..
