The role of the is to detain individuals until such time that they are found guilty or not guilty for crimes that they supposedly committed. They are the second phase of the criminal justice system. The phases are as followes.
1. Police
2. Jail
3. Judicial
4. Either sent to Department of Corrections or remain in the county jail for the remainder of their sentence/ or release from or custody to continue their life.

If you remain in the jail you are sentenced to 365 days or less
If you go to DOC you received a sentence of 366 Days or more. I hope this was able to answer your question.

The jail is part of law enforcement at the county level and the person who is responsible for the administration of the jail is the county sheriff.

Jails serve 4 purposes:

1. To hold those arrested by police who are awaiting their initial appearance in front of a judge (to review probable cause) and/or to consider and set bail

2. To hold those who are either denied bail, waiting to make bail, or who have been given bail but cannot pay it

3. To hold offenders who are convicted of a felony or misdemeanor in which a sentence of not more than 1 year has been given

4. To hold offenders who awaiting transfer to another facility (e.g., prison or treatment facility, transfer to another jurisdiction, etc.)

So I guess the elements would be

1 - a holding facility
(Law Enforcement)
2 - operated by the county sheriff to house
(Courts)
3 - those awaiting court appearance
4 - held for trial
5 - unable to make bail
(Corrections)
6 - serving an incarceration sentence of not more than 1 yr (an overlap with law enforcement)
7 - awaiting transfer
