to segregate people that are not able to function peacefully within society

and just for fun lets be mean to them, and kill some of them...

hurting them allows us to pretend that we as a society had no part in socializing them as children thus being partly responsible for the way they are..

THE JAIL POPULATION CAN BE REGULATED BY RELEASES AT BOOKING.THIS IS ACCOMPLISHED AS STATED ABOVE.
THE INMATES SENTENCED TO PRISON HAVE A RIGHT TO APPEAL, (6 WEEKS ) AND THEN ARE SENT OFF TO THE STATE FACILITY. IF THE STATE PRISON IS OVERCROWDED AND IT IS CAUSING A BACK UP AT THE JAIL FACILITY, ONE RELIEF IS TO SUE THE STATE FOR FAILURE TO ACCEPT PRISONERS SENTENCED TO THE STATE FACILITY AFTER THEIR INITIAL APPEAL RUNS OUT.

THE JAIL INMATES THAT CAN BE RELEASED ON PROBATION TO THE P/O OR THE JUDGE. HOME RELEASE ARE OTHER ALTERNATIVE TO INCARCERATION AND OVER CROWING.

WHEN BUILDING A JAIL, ONE HAS TO CONSIDER THAT AT ANY GIVEN TIME, 1/4 OF 1% OF THE POPULATION COULD BE INCARCERATED AND SHOULD BUILD ACCORDINGLY.

The jail is the place to confine people so they don't repeat the crime while they are placed there.

The jail population serves to keep many people in jobs: the Department administrators, the jail administrators, the correctional officers, the psychologists, lawyers, cooks, custodians, drivers, construction workers, judges, and countless others employed in the field of Corrections and Criminal Justice.
