You can track almost anyone down that you need through their social security number. Family should be able to help with that...if they just don't have the address themselves.
Unless its something covert...which is such a small percentage of the military, but you will be asked why you need the information by someone. They don't blatantly let that kind of information go just because someone asked.
you might have to be inventive.
