Mike is partially correct. This gold arrowhead (rare) is from 1950-1952 era. The arrowhead was a symbol that a leader had taken basic training and completed the tenure. A red and white "Trained" strip was then introduced, and a silver arrowhead (very rare) was introduced around 1953 for Commissioners. It is a Commissioner's Arrowhead award. Used to recognize Commissioners for years of distinguished service.
