my fiancee is working in dubai and he's now a resident there. is it possible if he process his papers in dubai

once i sponsor him or does he need to go back to the philiippines to process his papers?

The documents could be processed in Dubai and he need not go to the Philippines.

He can process his papers in Dubai it self by paying visa change fees of appx. AED 500
