No, it is not true.
Even before 1994, the Governing Body of Jehovah's Witnesses had already had many members who were not white Americans.
(Acts 10:34-35) God is not partial, but in every nation the man that fears him and works righteousness is acceptable to him.
The modern "Governing Body" performs a work similar to that of the first century governing body, who met in Jerusalem. The bible calls that ancient group "the apostles and the older men" and also "governors of you [Christians]" (see Hebrews 13:7 or its footnote). The questioner might be interested to learn that its membership seems to have consisted entirely of formerly Jewish Hebrews for several decades.
(Acts 15:6,23) And the apostles and the older men gathered together to see about this affair. By their hand they wrote: “The apostles and the older men, brothers, to those brothers..."
(Acts 16:4,5) Now as they traveled on through the cities they would deliver to those there for observance the decrees that had been decided upon by the apostles and older men who were in Jerusalem. Therefore, indeed, the congregations continued to be made firm in the faith and to increase in number from day to day.
These facts about Jehovah's Witnesses are perhaps relevant to this question. The more one compares this Christian religion with others, the more remarkable it is shown to be.
1. Jehovah's Witnesses have no paid clergy. Yet they remain tightly organized with nearly 7 million active Jehovah's Witness preachers (about 17 million associate themselves with the religion). Even fulltime preachers and workers at their branch offices are unpaid volunteers.
2. There is no elite class among Jehovah's Witnesses. Even the few 'anointed' among them enjoy no special privileges in their congregations on earth. An anointed person (one of those relative few with a heavenly hope) is not elevated above his fellow congregants in any way, and he may not even qualify for appointment as a simple 'deacon' or elder. There are no titles; EVERYONE is addressed as 'brother' or 'sister'.
3. No person benefits economically from the Christian Congregation of Jehovah's Witnesses. Even the 8 to 20 men who serve on their Governing Body receive simply room, board, medical care, and reimbursement for certain personal expenses according to the exact same provision as every other branch volunteer.
4. About a hundred men have served on Jehovah's Witnesses' Governing Body committee during the past 125 years or so. The vast majority of them have spent the vast majority of their adult lives volunteering for their organization's purposes, and the vast majority have died faithfully and near-pennilessly while still under their legal 'vow of poverty'.
5. Amazingly, Jehovah's Witnesses did not splinter as a sect from some other religion. Instead, a truly tiny but sincere group of bible students studied only the Scriptures to determine the will of God. Thus their religion remains absolutely independent of and not carrying the sins of Christendom's history, yet carries the authority of Christ's teachings.

Since the World Headquarters were in New York, I guess it would be logical that most on the Governing Body would be white Americans. But I do not know the real answer. Interesting observation to say the least.

there are almost 8000 people around the whole world of all color and race that belong to the "chosen one"but the headquarter are located in USA and of 1 million of JWs the majority are whitr but the material for the publication come for all around the world as you can see in the magazine there are nearly 8000 "chosen one" around the world, but you already knew that you were Jehovah´s witness.
by the way why USA had never a color president been a Christian nation?

if you will take the time to study the history of the Jehovah witnesses you will find out that the organization is really nothing more than a cult created by an idiot and then perpetuated by another idiot.. now it is run by a bunch of people on the governing board who want to have a command and control over its members so that they will continue to support them financially.. I personally believe anyone who is so lost and so weak that they allow themselves to be controlled by the organization gets what they deserve.. if you are a member then your mind is being controlled by them and you will probably never be what you want to be unless you sell the most pamphlets.. if you are not a member.. then read their history.. and see for yourself if I am right about them or not.. By the way.. I don't think God has anything to do with them.. never has and never will.. I say it is a false prophesy and all their members are fools..and lost.
