Harry has it right. It's people who believe in salvation by keeping the law (or by works) instead of salvation by grace. Some modern day examples of this are the United Pentecostal Church, also known as the Apostolic Church, and the Jehovah's Witnesses. People who believe that they must do good and try hard to win God's favor and eternal salvation are very stressed out and unhappy. They are missing the entire point of Jesus' death, burial and resurrection.
