They believe that it was completely fulfilled when Jerusalem was destroyed in 70 AD.
In short, preterists maintain that the book of Revelation was written around 67 AD. They believe that the Apocalyptic return of Christ was a reference to the judgment of God against Jerusalem, which occured in 70 AD. They believe that the Second Coming occured back then, and that the Church will gradually bring about the Kingdom of God on earth.
Partial preterists (the view maintained by the early Church and most Reformers) believe that most of prophesy was fulfilled in 70 AD, but that the return of Christ and the Resurrection of the dead is still to come.

As far as I know they believe that the 1,000 year reign of Christ on the earth is a figurative number denoting a long period of time and not an actual 1,000 years. That Christ is ruling here on earth through his body, the church.
Revelation 20:1 Then I saw an angel coming down from heaven, holding in his hand the key to the bottomless pit and a great chain. 2 And he seized the dragon, that ancient serpent, who is the devil and Satan, and bound him for a thousand years, 3 and threw him into the pit, and shut it and sealed it over him, so that he might not deceive the nations any longer, until the thousand years were ended. After that he must be released for a little while.
According to their method of interpretation, the Lord came in 70ad as the Roman army that destroyed Jerusalem.

They think that all the events "foretold" in Revelations have already happened (during the first century AD), because that's pretty much when the bible says they are going to happen and of course the bible must be right. So they believe we are living in the time of the eating of the flesh of men & horses (Rev.19:18), and that all hope is already lost.
And I gather that means it's okay that they just go ahead and buy SUV's anyway?

They believe that it all already happened. They believe that the tribulation time was back in AD.
However, they are in extreme error.
