if you got the hubs locked in yes it can but if the hubs aren't locked it wont go in 4 wheel drive,any of them will if the hubs are locked in,good luck.

You can put the transfer case in gear while moving, but if the hubs are not locked, the rear wheels only will pull. If you leave the hubs locked all the time, you can shift in and out at speeds below 40 mph if you are not spinning the wheels.
Several of the Dodges came with automatic locking hubs, just for that purpose.

Nope, when your moving and your hubs are NOT locked, your front driveshaft is not spinning and it will grind your gears and shockload your transfercase.
BUT, if your hubs are turned in, and your not spinning the rear tires you can go from 2H to 4H while moving.
Also, if needed, you can leave your hubs unlocked and place the transfercase in 4L to get lower gearing in 2wd (if you have a manual tranny and are spotting a trailer or something to save the clutch)

I had a similar challenge in my V8 Dakota, it doesn't bypass OD, i tried including extra trans fluid which gave me a short fix purely to be sure that my torque converter changed into going undesirable for some reason i do not recognize why. yet i ought to verify your trans fluid first before you spend money for someone to study it. i recognize AAMCO transmissions will verify it for free very last time I checked.
