I have some neighbors who live across the alley from me whose dogs, even though they are behind a wire fence, tries to attack me when they see me on my side of the alley. Since we have a dumpster to put our trash in in the alley, I cant do this job myself because of the savage dogs. I am truley afraid that they could jump that fence and attack me. These are big dogs, one is a pit bull, the other is a rottweiler mix. I have told my city council about this, and they say" thats your problem" and point to me. Is there anyone out there who can help me and my neighbors?

Please do not blame the dogs for this. It is the owner you need to deal with. I know that you don't think that they give two hairs about your feelings but the only way to start is by opening up the lines of communication. Don't confront them with anger and ready for battle... this gets through to no-one. Bkae some cookies or buy a fruit basket and haul your buns over and introduce yourself. Be friendly and be polite.
I know that this sound ver Any Griffin but if more people would give it a try before getting into rumbles alot more could get done.
Talk to them. Tell them WITHOUT INSULTING THEIR DOGS about how it scares you. Give them a chance.
If your worse fears are confirmed and they turn out to be horrible people then at least you tried and you can go to the next step. I am not going to tell you what that step is until I hear that you have tried the first. :)

I agree with previous posts about talking to the neighbors. I'm a proud owner of a pit who is a big baby. The bottom line is that it comes down to the owners. These dogs WERE meant for fighting. However, they are the most loyal dogs ever. It is quite possible that these bully breed neighbor dogs were brought up the wrong way...and from what you said they were. You're never supposed to leave your bullies out in the yard for prolong periods. If your not directly interacting with them, you need to give them something productive to do (which is not bullying neighbors).

It comes down to talk to the owners. But something to calm your mind, check to see if they're intact. If they're not, chances are they're just letting you know they're there.

Have they attacked you yet? Or are they simply showing barrier aggression? The more afraid you are the worse they will get. Try being strong and when they bark you stop and stand. Don't say anything, don't look at them just stand still, they will stop barking. It's called being an adult. It's also called claiming your space. If you are too chicken to do this by yourself have a friend come with you. The two of you can sit and talk while ignoring these "savage" dogs.

You could try making the dogs excited to see you by throwing them healthy dog treats every time you walk near them. Then instead of barking like mad at you they will be excited to get treats.

* of course you would want to talk to your neighbors 1st to make sure this would be okay to do! Never feed another persons dogs treats with their permission!*

Well the dogs are on their property in a fenced enclosed yard. Unfortunately you can't tell your neighbor what to have in their own yard regardless of the breed. The dogs are just trying to protect their yard.
