Because an organization could end up actually harming the environment or a community by not taking such into consideration before embarking on an activity that was intended to help. If an aid organization wants to build a school in a poor community of a developing country, for instance, it needs to make sure the school is really wanted, that local people will be employed in its building and continued staffing, that there are funds for the school's staffing, that school staff will be appropriately trained and their security provided for, that children at the school will be safe and free from exploitation, that the building materials aren't bad for the enviornment and can be easily repaired by local people, etc. If they don't assure all of this in the planning process, they could actually create problems for the community by building this school.
