This one's not exactly cheap (though I'm not sure what cheap would be for you), but it's one that was used by a local photography shop to produce a DVD of my son and his girlfriend. I was most impressed with some of the transitions that were made during the DVD.

The second link, is apparently, the professional version ... and, of course, is more expensive.

If you don't have any photographic software on your PC, you can download Picasa (free) from Google...excellent and easy to use.
You can also use Windows Movie Maker which you'll have on your PC already but probably never used.
This will give you fantastic professional looking results where you can make a slideshow with fancy photo changes and also add music and credits.
I use Movie Maker to make DVDs for friends and family for their holiday or wedding photographs.
With a little practice you too will get good results. Give it a go!

You can download the latest version of Picasa here http://bitly.com/1p6mGNM

Picasa is a software developed by Google to manage digital images.

Photostory 3 for windows:-

This does the job but I haven't tried burning the result to a dvd/cd so I don't know how compatable it would be with domestic dvd players.
