A couple of different things come immediately to mind that you may want to try. One is that in general if someone spins you want to change your position in relation to them; don't freeze-move. This makes it harder for them to land their kick especially if you move after they start their turn and are half way into their spin. I sometimes throw a slide action side kick to the body and if I have been really working out I sometimes come back with spin kick of my own as they are setting theirs down or coming off of it. Another thing is to move forward faster and close the distance so that he does not have the separation he needs to get his kicks extended. As he tires he will spin less and his kicks will get slower. Most kickers also only throw certain kicks out of one side usually and if you know or can discern that then that knowledge along with moving in on him, tiring him out, along with countering with your own techniques will give you an edge. You don't say what style you are but one other thing is to not kick with him. It is harder to beat someone at their own game so don't play it. If they allow the use of the hands then I would definitely be moving, mostly in, and throwing my hands anytime he started to spin or jump.

Let him attack....if it is a reverse turning kick, step back and block with a cresent or turning kick, then follow with a backfist (provided blows to the head are allowed in your tournament). OR, wait for him to attack, slide back out of range, then close the range with a front foot shuffle side piercing kick. A couple of quick counters like that, and he will start telegraphing. Then you have him.

well assuming this is TAEKWONDO rules, you can't sweep the guy. so one thing i like to do is get out of the way to an angle when he kicks then do a sidekick to the chest/stomach or a round kick to the head. if this isn't taekwondo rules, then when he kicks then go inside and sweep his leg.

kick his back for being such a coward and hiding behind the rules... really it is he dumbest thing in the world to fight like this... he is not the first or the last person to figure out how to manipulate the rules to advance in tournemants..... if it is not a TKD tournment and you can kick low.. definately attack his grounded leg....low round kick, or a reverse sweep

uhh is this tournament?
if your opponent over uses longer distance attacks, i would suggest trying to close the distance and take away that long ranged attack.
circle and close?
maybe front leg front kicks while he is preping his back kicks or something?
sorry i dont really know a lot about tae kwon do :/
if it was just normal self defence i would go for the other leg when he lifts one leg, as balance is weaker.
or i would specifically strike their legs when they kick : ) kung fu conditioning ftw.
