Behind the panel on the left end of the dash between the dash and the door. Open the door and pull the D-shaped panel off and there's your fuses.

Unplugging the radio from power does nothing to reset it, at least it doesn't lose the settings which is what reset would imply to me. My radio sat on a shelf for three years and still had the same presets when I put it back in so the stealership couldn't make a mess of removing my Alpine to replace the heater core.

VW Passats radio can be reset if the radio is pulled out and the fuse on the back is removed. Wait for 2 Minutes reinsert fuse and turn the radio on. (pulling out the radio requires a radio removal tool to un lock the locks on the right and left side) If that doesn't work then check for a fuse in the fuse panel
