I don't know of any specific rules or regulations, however my brother points his down towards the car so bugs don't get on the lens of the light when he is driving.

When he is bored he plays with the handle and it points all over the place.

There is no one way. I'm sure there is some weird chief out there who has decided that the spotlight must face a certain way so that all look military or good in their mind.
I normally had it pointed outward and up. Sometimes during high speed, when not using the light, the wind would move it around. Most are slightly streamlined on the back so a lot of cops point that end forward. In the old days my cars didn't have a good interior light so we would face the light so that when you could use reflective light do read or do reports at night.
Before light bars had take down lights we always used the spotlight to illuminate the interior of the vehicle we were stopping, most still use it that way.

Inward to protect the lamp from being broken by debris.
BUT if your using it, you want it to face the way you want lit up
