I'm looking for a great camera that includes as many of these these features as possible:

digital
under 250$
non-digital zoom
can take action shots
can take multiple shots quickly

Any reasonable camera can take shots like you want. It's the photographer's skill in setting up the camera, lighting, environment and post-processing (massaging the images in a program such as Photoshop) that make these pictures special.

At $250, you aren't going to get a great camera. However, you will get something that can take pretty good images if you know how to use the camera. Many cameras fit your feature list except for fast continuous shooting. If you want fast continuous shooting, you need to step up to a DSLR camera which start at $550.

Look at any of the name-brand cameras. Since you show an interest in taking arty shots, find one that allows you to override the programmable settings easily. You may want to enroll in a photography class or read up on how to play with a camera. Even an old book out of the 1960s has lots of pertinent information regarding photography with digital cameras.

You will need an SLR. They are scarcely under $250, but if that is a must, find a used camera dealer. There are several good websites pertaining to those.

Also, check the Nikon website. They make great cameras, albeit some expensive ones. There are quite a few under $250, though, I think, but the expensive ones are the really great ones. With a cheaper camera, though, if you know the right conditions under which to use it, you could get good pictures like those with any camera.

For film cameras, Mamiya is amazing. Mamiya or Nikon.

a photographer creates those images, even the best camera used by a novice can't take those images.

You gotta works out on your budget a lot more for those...if you has got the money...try Nikon!
