Don't know if this will help, but do you know the cat litter boxes that have a cover, with a cut out section in the top half so the kitty can "go in private" ??? (suppossed to make less mess outside the box from covering , as well)
Try using the top half in place of the bottom half.....? That might work...

At Petsmart and Petco I saw these Cats Rule boxes (links below) that are 4" high in the front for a cat and 3" high for a kitten. I wasn't sure of your cat's size and if it could fit in the smaller box.
Another option could be a Booda box with the steps going up. I don't know if you cat would like a covered box but you may be able to leave the dome off.
Or, you could look in the houseware aisles for plastic storage containers that are lower and may do the job too.

You could buy one of those plastic storage boxes available at places like Target, etc, and cut out a doorway on one side that is the height you want. This would also allow you to pick the height of the other sides --- you might want higher sides so the cat doesn't toss litter out of the box, for example.

I was going to suggest the doggy litter pan. I used it for my cat for a while.
Might also suggest it is time for a vet visit so you can get some medications/supplements to help the cat feel better and not need such a litter pan. Cosequin helped my cat who had arthritis, and she found it much easier to get into the litterbox, and to get up and down the stairs, and up into the bed.

PetSmart has multiple options for litter boxes, including some with the lower cut out. You can view them on the link below and either order on line or go to your closest PetSmart. PetCo will most likely have similiar items.

try attaching a piece of wood (a make shift ramp). This way the cat can climb in and not have to jumb in, Also fill the litter up as high as you can so the cats can get out with ease also.

They dont really carry them in the cat areas but a doggy litter box might be just the ticket...Higher sides, but a cut out front door...

I don't know if you have one of these stores in your area, but "Family Dollar" stores sell them, not that they are specificially for older cats, it's just that they are cheaper in price, so therefore they aren't as big
