It's the closing line of the movie "White Heat", where James Cagney (playing a criminal) is cornered on the top of a building. He says "Made it Ma! Top o' th' world!" and is then shot.

Yep it's from the 1949 film 'White Heat'.
James Cagney play Cody Jarrett.
