It's a form of torture. Essentially you stop just short of killing your victim by drowning.

It's where a person is strapped to a board and positioned with his feet higher than his head. A towel is placed over his face and water is poured onto his chest and the towel. Eventually the towel becomes soaked, making it REALLY hard to breath plus your dizzy and immobile. It's a pretty good persuader to get information.

Wet a t-shirt and try to breath through it. If you do try it, you will have waterboarded yourself.
