Yeah this question is from James, so I should of clarified that the answer will be in James-- even though other scriptures tell us that the devil too tempts us, which is true. But for this question just one answer was to be right, because it comes from a verse in James.

A: the bible says God doesn't tempt anyone with bad things-including thoughts-that would be kinda cruel.
B: yes the Devil does try to make God's worshipper follow him instead like he did with Adam and Eve, who obeyed him instead of God, and that's why we are in this mess.
C: yes the Bible does say that as imperfect humans we are constantly being pressured by our own inclination to do what is wrong to the eyes of our creator.
D: there is times where other people can make us react a way we don't want to.
But the cool thing about the Bible it also tells us how we can maintain ourselves free from guilt in all of these things.

Mankind is tempted by the devil and his marry band of rejects as they whisper into the hearts, and minds of mankind the human listens to them and avoids clear warning from their Lord that created them.
The Lord is nothing but absolute goodness so that is impossible, its mankind that does that to themselves in self oppression and transgression, that is how the devil comes.
The devil is suggesting but will buckle and run when you try to blame him.
The desires of mankind with money and lust is what causes Al Jinn to be placed next to him.
The neighbor is to be checked out completely and you should know exactly who they are and what they are saying. You listen to them and you will surely be doomed to a circle of obribium that you will have a very hard time coming out of. In goodness with peace and patience with those close to you is the only way because you must find the intention and if you leave everyone in the dust you will become dust.

God has given us body with heart and hormones to tempt us to do what we are not allowed to do. Its source of strength is good food and rest. Religion gives us certain rules to follow to save ourselves from temptations. For example Islam teaches men and women to keep their gaze when walking in street where opposite sex (man or woman) is passing by, Get married as soon as you reach adulthood, command women to dress modestly and cover their beautiful hair and body cover so you don't attract men other than their husbands; it also says don't go on a path that may lead to sin e.g. avoid walking on a road which is known for prostitutes handing around in minimum clothes, or where there are too many liquor stores etc.
God also gave us soul and its food is the guidance from Revelations from God and being close to God. This is food of soul to get stronger.
When we strengthen our soul, we can enslave our body and subdue its temptations. Most highly religious people successfully control their temptations by practicing their religion regularly. They can recognize the temptations from Devil and subdue them with the help of God.

A man is tempted by his want for something wrong and against God. Though the lord do send him evil thoughts by demons he shall reap what he sow because the Lord hates it. God is sovereign, so he can do what he likes.
