You do what is felt right. I wouldn't recommend just kissing him out of the blue though. Maybe hold his hand first. See his reaction. Write a note that you really wish he would kiss you or something cute like that. You might want to make the move before nothing happens.

Yes, you can kiss him if you want. Most guys don't understand girls, so they don't know if you are feeling that way with him or not. They are afraid of ruining things by getting too romantic or too physical and having you reject him. If he keeps going out with you, but doesn't kiss you, it is because he does not know how to get things going, or is unsure if you are feeling like that with him.
However, a girl can do things guy's can't. You can tease and hint. For example, you can tease "If we eat at ----, I might let you kiss me." thus droping a hint that you expect the two of you to be kissing. Or he tells a really bad joke, you can say "Ohh! That's terrible! I was going to kiss you until you told such a terrible joke." He will probably take the hint and kiss you right then, himself.

Kiss him on the cheek, give him a hug, and tell him you really like him. Time it so you are going right in your house at the end of the evening. If he's really shy, this could break into that a little and if you are going right in, it won't get awkward.

Just go for it. I know I'd be really relieved if the girl I was dating kissed (or tried to kiss) me.
Most girls I've been out with have run a mile once they've realised how I felt about them.

It shouldn't matter who does it. If you know this guy has feelings for you and it's the right moment, go for it.
My husband said he kissed me on the forehead first, then I kissed him on the lips. It was 5 years ago.

You should make the first move. many guys think it's attractive and it makes them more comfortable cause guys don't always want to make the first move. sometimes we girls have to make the first move to get what we want! lol. good luck
