I thought the link would be more useful as it is illustrated with screenshots and would be easier to follow. It's pretty basic though. Go to the main menu and select Layer > New > Layer.

The layer icon looks like a page being lifted. It is right at the bottom with the trash, save and contrast icons. You can see it on this picture: the one with the red arrow pointing at it. http://www.pegaweb.com/tutorials/beginners-guide-adobe-photoshop/2.jpg

First you open up photoshop, open an image, or a new document on whatever you want to do then on the right hand side you'll see some boxes look at the box that has a tab called "layers" then there's a navi on that box below you click the folded looking piece of paper icon then there yah go

There is a little icon at the bottom of the layers pallette that you click on.

on the layer window theres an icon that you click on and you can add as many layers as you want. You can rearrange them as well.

Click on layer, then new, then layer.

you can also hit the shift, control, and n key.
