and they were both checking me out. (I don't know either of them) Then one guy said to the other "I can't tell". Does anybody know why they would say that? I wasn't dressed sexy just normal everyday casual.

my guess would be that they were talking about something else (guys often do this because we think that if we are talking about something else our eyes become irrelivant and invisible to the female we're looking at, and they won't notice).
If they were talking about you I would say they were guessing your age, wheather you were taken or not, or if you have short hair wheather you were a guy or a girl, but it sounds like that's not hard to tell.
