Sorry, the answer is what the Highway code states. I disagree with it. Comments please.

I wonder how many of the "brains" behind the UK Highway Code actually go out on the open road, rather than staying in the office.
Bridges are close to HIGH sided vehicles when there are strong winds because it is very difficult to recover them due to lack of space & damage to the structure ( the Severn Crossing, &Dartford Crossing for example) High sided vehicles are not actually 'Blown over' but due to the venturi effect on the 'lee side' - the side 'away' from the wind- are sucked over by the ensuing LOW Pressure area. Travelling on the UK motorways I have noticed a few 'side wind' signs where the road emerges from high embankments into open country -M1 north of Trowell services for example, but are more usual on high bridges

Not all bridges are open....some have walls, fences etc.
On an open road you are more likely to be affected by side winds and advese weather conditions as there are no trees, walls, hedges, etc., to protect your vehicle. An open bridge therefore has to be closed for safety in bad weather conditions.

Well, a bridge IS a stretch of open road, so the HC is correct.
