Yes he can. "But he can't lift it!" That's not what you asked. Ask him to lift it and he will. You asked "can he make a rock so big that he can't lift it"; yes (poof he made the rock). Now ask him to lift it and he will. (This goes in circles, if you can't tell.)
I have a harder question for you now (yet I still believe in God):
If God can do ANYTHING, can he take a piece of 8x10 paper and without folding it, stretching it, tearing it, making it larger or smaller, adding or subtracting from it, or changing it in any way... make a 2,000 sq. ft. house out of it?

Maybe yes, then again maybe not. I think it's God's problem not mine.
Now if God can give me the strength so I don't choke the life out of my annoying neighbor; or show me the way to being a better husband or father; or help me find peace and wisdom in my life -then I don't care what he does with that rock.

Yes, Allah Subahanahu Wa Ta'la can create anything and what He wants, He just say be to be.
The evidence that He creates you by all of your organs and body systems. Do you know how your systems works regularly even when you are sleep?
How can you see?
How can you eat?
How can you smell?............
Rocks or mountains and all of the universe is created with a very accurate and compact system to make the balance on the earth. No one can say that there is a wrong in creation because that all of this creation is a miracle.
Science only tries to understand, not to create even an atom.

The Scientific Fact:
In former times, mountains were known as simply rocky blocks protruding from the earth. This definition was considered valid until 1835, when Pierre Bouguer pointed out that the gravitational forces registered in the Andes Mountains are considerably less than what would be expected for such a massive rocky block. Supposedly, for him, a massive block of the same kind must be immersed deep in the earth. It was on this basis that the abnormality of gravity was to be interpreted.
In the middle of the 19th century, George Everest paid great attention to the abnormality of the results of measuring the gravity of the Himalaya Mountains in two different places. Everest, nevertheless, failed to interpret this phenomenon and so he called it The Mystery of India. However, George Airy stated in 1865 that all mountain chains on earth are floating blocks on a sea of magma (i.e. molten rock material beneath the earth’s crust) and that all such molten material is denser than the mountains themselves. As a result, the mountains must dive into this high density material to maintain their uprightness.
Geologists discovered the fact that the earth’s crust is made of adjacent patches called continental plates and that mighty mountains float on a sea of molten material and higher-density rocks below the surface. They also discovered that mountains have roots that help them float and keep fastened to the plates of the earth so it will not shake. In 1948, the Geologist Van Anglin stated in his book Geomorphology (on page no. 27) that it is quite well understood currently that there is a root for each mountain below the crust of the earth.
The function of mountains on the earth is to fasten the crust of the earth. This fact was proven by the principle of hydrostatic balance of the earth as illustrated by the US Geologist Dutton, in 1889. He stated that the protrusions of the earth are immersed into the earth in a way that conforms to their height. Moreover, after the existence of the plates of the earth was proven in 1969, it became clear that the mountains are responsible for maintaining the equilibrium of all the plates.
Facets of Scientific Inimitability:
Man did not know such facts about mountains which have only recently become available in the middle of the 19th century. Meanwhile, the Noble Qur’an in this verse asserts authoritatively that mountains are like pegs in terms of their figure and function. Recently, the accurate simile of this verse proved to be true. The peg has two parts: one on the surface and the other underground and its function is to fasten what is tied thereto. Similarly, a mountain has two parts: one protrudes on the crust of the earth and the other is immersed beneath the ground, in a way that is in conformity with its height. Its function is to fasten the plates of the earth’s crust and prevent them from shaking because of the molten layer beneath. Thus, it becomes evident that the Qur’an is the Word of Allah Who is the Creator of the mountains and all the universe.
Allah, the Almighty, says, {Should not He Who has created know? And He is the Most Kind and Courteous (to His slaves), All-Aware (of everything).} (Al-Mulk: 14)

This is known as questioning God. I advise against this kind of thinking since it questions the integrity of God himself. The Bible says there is nothing that God cannot do, but this question is completely non-sequitor to that. And, yes, I'm sure God could restrict his own power if he wanted to. By the way, that is very linear thinking. God is not the least bit linear. As long as you trust in Him, there is nothing, GOD WILLING, that you cannot do. You can't expect a question like this to be truly answerable, by the way, since we will never know Gods true power and love till we get to heaven.

each and everything that occurs is willed with the aid of God. he's the wonderful author and overseer of the universe. Ephesians one million:11 says that he does each and everything in accordance to the guidance of his will. So each and everything that occurs is his will. on the turn section each and everything that doesn't ensue is in simple terms no longer his will. If God does not will for himself to create a rock he can't raise then it won't and by no skill can ensue. The action does not exist by using fact God has no longer allowed considered one of those difficulty to exist and he won't by using fact he's by no skill changing. he's persevering with by using fact he's familiar with each and every and all of the destiny opportunities and has picked or created one that he's maximum pleased with and there is not any reason to alter his suggestions by using fact he's familiar with all which will ever be and all that has been.

3 parts to God whereas Jesus has a specific time and place of birth and death, the other parts do not have that trait :)
That question is over 20 years old, a part could lift it, and a part could not lift it ,

HE can do anything... so He could easily make a big rock and since He knows that we, his children, would eventually break it down into rubble and manage to somehow destroy, commercialize, pollute, or sell the pieces on e-bay for profit He wouldn't have to worry about ever having to move it.

God the Father can create a rock so big that God the Son (Jesus) can not lift it, except through the power of God the Holy Spirit.
(The whole reason that God is a trinity is so he can answer this dumb question)
