You sure can. I had planned on this but when I had a falling out with the maid of honor it turned into just a matron of honor :)
Edit- since the maid of honor has a different dress already than maybe you can have the matron be the one to sign the marriage license? Or have her be the one that stands next to you at the wedding?

of course you can. there are no real rules that people go by...just tradition. These days there really isn't too much tradition left so do it how you think it works best for you.
If this is because of your previous post about your MOH not being supportive...then I think you should have someone else who is willing to help you and be supportive to you and what you will need in preparing for your wedding!

I'm just curious for the reason for the "promotion" ?
To me, the only reason to designate someone as the MOH is that they become the one to sign as a witness and attend to you. Not really something two people can do.
I'd either just have one, or have none and just make everyone a bride's maid.
But that's just me. It's your wedding and you can organize it how you wish, just talk things over with the women involved.

You can have both.
I'd have both MOH"s in the same color dress, and the BM's in another color, but that's just me :)
