If leave my phone charger on (and not attached to my phone), will I still be using electricity? What about if the phone is attached and fully charged?

Yes, but in both cases, less than a watt. Common lightbulbs are at least 40 watts, so I wouldn't worry about it.

This is what they call phantom useage. You will still be using electricity even if not plugged in. You do the same thing with your TV even though its turned off.
