Zareh, is correct, milligrams(mg) is a weight measure, and milliliters(ml) is volume, they are not directly convertible. When dealing with injectable medications, there will always be a unit weight of medication per unit volume of solution on the label. e.g., 25mg/ml. To determine the correct volume to inject, you divide the desired dose, 118mg, by the unit weight of medication. 118/25=4.7ml. If the unit weight of medication were 200mg/ml, it would be 118/200=.6ml.

You are incorrect!!!
It is tricky to convert volume to weight.
1 liter = 1kg, therefore,
1000mL= 1000000mg
divide by 1000000 on each side
.001mL=1mg
multiply by 4
.004mL=4
The answer is .004mL

I think this is what you did, but notice the mix of apples & oranges.
2mg/2mL=4mg/x
2mg *(x) =(4mg)*(2 mL)
2mg *(x)=8(mg)(mL)
x=8mg mL/2mg
x=4mL

yes 4 is correct because 2mg/2ml then 1mg/1ml if you need 4mg you have to multiply 4*1=4ml
