If it is important for them to retrieve the item immediately, they should take the initiative to pick it up from you. Meeting half-way is a good solution, too. Taking the item to the person, even if you must go out of your way to do so, is a courtesy. If this person is a friend or family member, consider that they may return the favor when you need help if you go out of your way for them this time.

It is not your responsibility to get it back to them, but a reasonable effort should be made to accomodate them. You have property in your possession that belongs to them. This person was in your car, so you must have relationship of some sorts with them. Be polite and accomodate them if you can. What if this person is riding with you and does not have a car? Is that why they are riding with you? Then you should return it, or send it to them. I sense a hidden agenda in this question. Are you beins spitefull? Is it an old freind? Do the right thing, call and make arangements for them to meet you.

The person who left the item has to pick it up. Or the person can wait until the next time you see them again.
I wouldn't bend over backwards to return the item. However if the person doesn't have transportation and the item was important like a purse/wallet, I would return it. Consider it a brownie point for yourself.

They left it, they can come and get it. Unless you are going to be nearby, then you might as well drop it off. Also no problem taking it with you to work, leave it in the car, if that's closer for them to retreive their forgotten belonging.
Basically, you didn't forget it, they did, if they want it back, they can come and get it, unless that for some reason, just isn't possible.
Also, if they live too far away, you could just mail it to them.

Its nice if you have the time and would offer to run it to them but it is responsibility of the person who left it to come and pick it up.

It is their responsibility, afterall, it belongs to them and he/she left it in your car.
a well-mannered and considerate person will most likely ask you to meet up at a time and place of ur convenience to pick up his/her item.
Then again, if u were to be a kind soul by returning his/her item on your own accord even if it means inconveniencing urself, then that's really commendable.

It is your responsibility to give it back to them. You can mail it back or go out of your way to give it back. Or, you can also call them and arrange to meet them or have them come to you to have their stuff returned. No matter how you sliced it, it's still your responsibility.
