Well, if you are subscribing to an Internet Service Provider, you probably are behind a firewall. Generally, your ISP installs a firewall, so all the packets that reach you, have to first pass through this firewall, where they are screened. In this type of packet screening, if the rules of the firewall do not allow the packet, the packet is filtered out. Hence, you will find that some file sharing clients just do not connect. Try out a number of p2p or file sharing clients like Kazaa, Bit-torrent. Some may work and some may not. Also make sure that you are using the latest version of the same.

To overcome this problem, you will have to enable Port forwarding. You can search this term on the internet, and you could get lucky.

It means that something in your firewall settings is preventing Bit Torrent from being able to open the port(s) it needs to connect. As you did not say what firewall you are using, the best I can tell you is to check the document for the program (or the web site of the maker). There should be information on how to configure the firewall to allow programs access through it.

(To test if that is in fact the issue, turn off the firewall, and try to connect. Be sure to restart the firewall when done testing)
