I get an engin whistle at about 1500RPM In my 24V 1999 Cummins. This noise increases in volume with increase in RPM. Any help out there?

It's the sound of the turbine wheels of the turbo-charger spinning up. This is quite common on turbo-charged engines. If you notice the sound is getting louder, you might want to check for air leaks on your air ducting from air cleaner to manifold.

I agree with jetdoc. Check for an air leak.

45 Cal...you are wrong. The 12 Valve was replaced with the 24 Valve half way through the 98 model year.

99 is 12 valve not 24 if stock>>If the whisle just started check for a hose leak or the air box not on straight> If been there all along than it's turbo whine> my 05 screams with the ring out>

If you have a turbo diesel cummins, the noise i s probably from the turbo, which is normal.
