It really depends on the type of epilepsy and how well control is it. Patients sometimes can find a pattern or frequency when the seizures occur. If they have daily generalized convulsive seizures, is probably not a good idea to go to a social event like the one you mention. If they have daily brief absence seizures or known "petit mal" they can go with no problem. If they have convulsive seizures every 3-6 months, and take medications on time and sleep well I think they can have a normal life (except driving).

if their epilepsy is well controlled with medication, there is no reason why not.
some epilieptics can go into seizures from the flickering of light on the movie screen if they are not well controlled.

Yes, they can go anywhere they want. If they have been diagnosed with this, odds are they are on medications to control it.
