I have been in your situation. If the instructor won't handle it than go to the chair of that department. I went to a private college and paid over five hundred dollars a credit hour, the phone thing is crap. It is disrespectful and rude to everyone. I feel the same about phones in movie theaters and restaurants.

Fidn other people who feel the same and start a "no cell phones" group at the front of the class.
Tell the instructor that you may find alternate courses in future if they don't do anything about cell phones - the threat of smaller class sizes might have some effect.

There isnt anyone you can go to, but the professor should have made a rule at the start of class. I have had many classes where the professor stated points would be lost, or the student would be kicked out, etc. if the phone went off in class. It is really inconsiderate when a cell phone goes off in class, the movies, etc, people should put their phones on silent!!

Yes it is ignorant of the person not to either shut it off or put it on vibrate mode. It's very distracting and you can tell the person that especially if she's "ignores" it long enough to be a problem. I prefer threatening to break the dang thing if they don't show some respect (my own rendition of the "Stomp Out Loud" show)! The professor should also post a message on the board, demanding that cell phones be silenced or they will confiscated.

Go to the dean of that classes college (i.e. if was math go to the dean of the math dept.). Have a nice chat with the dean, they will usually take your matter to heart. I think these types of people are extremely rude and I usually just ask them to shut off their cell phones or to put them on vibrate.

Complain to the teacher first and put the complaint in writing and if nothing is been done, go to administration office/Dean of Students to file a complaint in writing. When a complaint is in writing, people will take it more seriously for some reason.

I would go to the instructor's superior and lodge a formal complaint. I think cell phones are very distracting .

You're absolutly right. I believe all cell phones come with a silent feature built in and even then, you go to school to learn, not to bs on the phone.
My best friend used that feature at his own wedding and his bride pointed it out to everybody, "your vibrating" right during the lords prayer.

I wonder why the cell phones wont be placed on a vibrator or silent???
The students don't need to answer their phone in class anyway...
Nothing is that important, unless someone is dying and you can still answer your phone on vibrate...
