Some people said it's safe to live there. The expenses there are affordable. Is it true?

1. Safety
In terms of safety and crime rate, Seoul is extremely safe. I can guarantee that Seoul is safer than any other big cities in the US, Canada and Mexico. Theft or muggling rarely happen in the city and you can see a woman walking down the street alone after midnight.

2. Living expenses
The housing expenses of Seoul is freakin' expensive. The apartments in Kangnam area are never cheaper than those in Manhattan. Oil prices are expensive as well, however, Seoul has an excellent public transportation system. I wouldn't recommend to drive here in Seoul 'cause it's too crowded and the way people drive is quite aggressive.
Other than those two things, Seoul is affordable to live in.

For the first part: yes.
It's very safe to live in Seoul and really all cities in Korea. There's no gun violence to speak of and many people don't even lock their doors (not recommended, however).

For the second part: no.
Seoul is by far the most expensive city in Korea. Not just housing, but food and entertainment (singing rooms, movies, etc.) as well. If you only use public transportation and don't go out often on weekends, it can be affordable. In my opinion Seoul is a great city to visit, but not to live in.

Seoul is a fine place to live. It is expensive, the people are friendly, public transportation is great, women should not take cabs alone after dark, the city is one of the safest in the world.
Although it may sound like I wrote some contradictions, they are all true.
If you are American, your money will not go far. Just this week the dollar dipped down below 900 won. The first time I was here in the late 90's it was twice that.
If it were me, I would live in a different city, maybe Suwon or Taegu, but if for some reason you have to live in Seoul, you will likely enjoy it. If you are Military going to Seoul, you are about to have a great tour.

I was in the military and stationed in Seoul in 1992-93. I loved it. It was very safe to live there. The expenses are very affordable if you compare them to the U.S. standard. However, for the amount of space you get in an appartment, I found it kind of expensive. I guess more like living in NYC or LA. The people individually were very friendly. However, it is very crowded on the walkways and sidewalks and you get jostled and shoved a lot. It's not rude, it's just the way it is. I found the shop keepers to be wonderful and very helpful not just with their goods and merchandise, but with helping me to better understand the culture and how to get around and the sites to see. I found that the costs of things there were about 1/4th of what they were here in the states or even sometimes less. They are very good artists and craftsmen and clothiers. Good luck and enjoy.
