Jesus said "Render to Caesar what is Caesar's and to God what is God's."
St. Thomas More expressed something similar to this when he was beheaded by Henry VIII for remaining loyal to the Catholic Church. More's last words were "I am the king's good servant....but God's first."

The basic idea is, government serves a purpose, but it's a limited one. Our strongest allegiance is to God and government should not intrude on that relationship. When it does, or when laws are immoral, we should change the laws...or defy or even overthrow the government.

I think the Bible says (Romans 13) that all governments are set in place by God and you must submit to them.
I may be wrong. Bible-believers have a way of circumnavigating things that are distasteful. As an atheist/agnostic, I prefer to state the plain truth. Hitler was wrong. So was the Roman Church. So was Stalin. Nasty business. Do not submit to tyrannical governments, religious or secular.

I think it is awfully hard to apply verses about Caesar or Roman Empire to a modern day democracy, which is ostensibly republican government by We the People rather than imposed rule. Thatd istinction makes applications of verses about government itself completely impossible. rather, all ethical verses that apply to individuals and communities also apply to how we are to act as We the People and in relation to the rest of the People. Ergo, the government is one level at which we are to love our neighbor. And to the extent the government is not loving it is our duty to change it and make it more loving in whatever way we can (like voting).

If I remember correctly there is a passage that says to more or less disregard the laws of man, but alos the bit about rendering under Caesar. In those days you wouldn't want to break the first rule of the ancient world, which is you do not f--k with the Roman Empire.
