First of all, this is a very sad situation and one that could have easily been avoided. Very few people can handle nine dogs and the dogs did not decide that it should be that way. You did. You made the decision not to spay Mimi and to keep nine dogs. (Are they all her puppies or were some of them obtained another way?) And now, well after you made a commitment to care for these dogs, you've decided that it's too much and at least one of them has to go.
Normally, I would say that Mimi should stay because you've had her the longest and older dogs are normally harder to place. But if Mimi is the more adoptable of the two, she may be the better one to rehome. I would speak with the staff at a shelter near you and get their opinion on which dog will have an easier time finding a home.
Whatever you decide, I would get Chopper into obedience classes as soon as possible. Whether you keep him or not, a dog who is overprotective and might bite is going to cause trouble and it's your responsibility to teach him how to behave. Also, get ALL of your dogs spayed or neutered as soon as possible. One dog is already going to need a new home because you didn't do this before and if you don't start taking responsibility for your dogs now, you're going to be right back in this same situation.

Add more details about why Mimi would be more easily adopted and why Chopper would get put to sleep.
Add:
Adopt Chopper out to a responsible home with someone who is an experienced dog owner- with the agreement that the person will hire a professional trainer for Chopper. It doesn't seem like you've made much progress with Chopper's "protective" nature if you think he may bite. Someone who has the time for him can rehabilitate him and turn him into a valuable citizen and good family pet.

WHY do you have to choose?
You see, this is the problem with allowing your dog to have puppies. "Oh, I can just keep the litter" rarely ever works.
You made a commitment for the three year old when you accepted her as a gift and a commitment to the puppies when you bred her. If you absolutely must find a good home for the puppy, place him yourself. This way, you help out the already overcrowded shelters and pounds.
Then, take Mimi to a vet and GET HER SPAYED.

I hate to say it but MIMI if the otherone is not as adoptable what will happen good chance he will either just be left out to defend forhimself or end up in the pound and be put to sleep for biting.

Why do you have nine dogs?! Nine dogs is a lot to handle, especially with a litter...This is why I am glad my country has rules to prevent people from keeping more than 3 dogs under one household (save breeders).
Follow your heart. Make a decision. This is between you and your pets.
Whichever one you choose to rehome - before he or she leaves, sit the dog down in front of you. Look into his eyes and forever remember the face that loved and trusted you to give it a loving home, only to have you let it down. Recall that face everytime you decide to breed irresponsibly, or buy/adopt more dogs than you can handle.

I had to re-home my dog's brother because of their constant fighting, I loved him as much as mack but he was the more adoptable. That's how I chose. I gave up the one that had a chance and kept the one who had no hope of being adopted from a shelter. His brother was there for 2 days and a lady took him home so her grand kids could play with him. He's happy, healthy and when he comes to visit they don't fight. IF you give either of them up to a shelter. Write a letter describing everything you know about them that may be important, personality quirks etc. I put my first name and phone number down so that the family who got him could call me with any concerns.

Why do you need to get rid of one of them?
Oh, ok that's a bit clearer. Get them neutered. It's cheaper to do the boys, usually. Neutering the girls stops health problems in later life and you don't become a magnet for all the neighborhood strays. It really is irresponsible to keep breeding like this.

Why would you even think that it was OK to keep 9 dogs, come on. This is why dogs need to be spayed, because of your irresponsible action more dogs will be put to sleep. A little control PLEASE.... It is because of people like you that so many dogs a re euthanized each year, I hope you don't have kids.

Why do you need to 'get rid' of either of them?
Usually I would say 'last in, first out'.....but, then, when it comes to dogs, ESPECIALLY as you have bred the son, FROM the mother, I would say they are BOTH your firm responsibility for life!
