Can my friend to apply fo immigrant visa if her kids are american. She gave them birth in american base in Japan, because her husband is american military, but he refuses to make her a visa. So can she do it by her own?

Her children can not sponsor her for a visa in any shape or form as they are not of legal age to do so.

If she is married and living with her husband, and is dependent on him then he should really help her achieve this goal. If they are separated or are getting a divorce then no; her ties to him will soon be terminated.

I would contact an immigration lawyer to discuss the case in exact detail

The child has to be 21 to sponsor for a green card

I don't know, and the law there is very difficult. I hope so.. and one way that might exist is if she get an interpreter and goes to see the Judge Advocate of the military base where the the man was stationed.

If the children already reaches the age of majority and already have a credible employment record, the mother could be petitioned to become a US citizen.
